The Business Ombudsman Council is seeking candidates for the position of Infrastructure Specialist (Legal Expert)

About us

The Business Ombudsman Council (BOC) is a standing consultative and advisory body of the Cabinet of Ministers of Ukraine. The BOC was established in 2015 on the basis of a Memorandum between the Government of Ukraine, the EBRD, the OECD, and business associations, with the aim of building an investment-attractive business climate and preventing violations of the legitimate interests of business. Institutionally, the BOC consists of its leadership team — the Business Ombudsman and two Deputy Business Ombudsmen — and the Secretariat staff. The BOC is financed through a multi-donor fund managed by the EBRD.

In connection with russia’s full-scale invasion and the need to overcome its consequences for Ukraine’s economy and vital systems, the BOC signed a Memorandum of Partnership with the Reconstruction Agency and a Memorandum of Cooperation with the Ministry for Communities, Territories and Infrastructure Development of Ukraine. The purpose of this cooperation is to create better conditions and provide comprehensive support for the private sector’s participation in reconstruction projects in Ukraine, both at the policy development stage and during the practical implementation of projects.

The BOC also cooperates with other central and local authorities, as well as state-owned enterprises, to remove barriers to the implementation of Ukraine’s recovery projects with private sector participation.

The principal role of the Infrastructure Specialist in the field of recovery is to provide legal and advisory support on rules, regulations, standards, and best practices for engineering and infrastructure projects. This role involves full support to the Business Ombudsman (BO) and Deputy Business Ombudsmen (DBO) in building and maintaining relationships with national, regional, and local authorities, contributing to policy dialogue, delivering presentations to external stakeholders, and assisting with the organization of international conferences and workshops.

Accountabilities and Responsibilities

  • Accountable to, and working under the supervision of, a Deputy Business Ombudsman.
  • Contributes to high-level dialogue and cooperation with national, regional, and local authorities, as well as international organizations, in the areas of the BOC’s activities and anti-corruption work.
  • Provides substantive input to the BO and DBO on the development of BOC policies and procedures.
  • Fully supports the BO and DBO in implementing special initiatives/projects and other urgent assignments.

  • Ability to analyze complex technical and legal issues and translate concepts into clear documents, decisions, and rationale.

Candidate Profile: Essential Attributes

We are looking for a specialist who demonstrates the following:

Qualifications and Experience

  • Education: Master’s degree in Law.
  • Professional experience: Minimum of seven (7) years of practical experience in one or more of the following areas:
    • Infrastructure planning and maintenance
    • Energy
    • Natural resources
    • Real estate and construction
