Junior Investigator (Lawyer)

The Business Ombudsman Council is looking for candidates for the position of Junior Investigator (Lawyer).

About Us

The Business Ombudsman Council (BOC) was established in 2014 based on a Memorandum between the Government of Ukraine, the EBRD, the OECD, and business associations with the aim of fostering an investment-friendly business environment and preventing violations of the legitimate interests of businesses. The Business Ombudsman Council is an independent institution and a permanent advisory body to the Cabinet of Ministers of Ukraine.

The Council reviews complaints from businesses concerning misconduct by public authorities and helps resolve disputes at the pre-trial stage.

In 2024, the BOC established a Recovery Team tasked with providing comprehensive support to the private sector in participating in Ukraine’s recovery projects, both at the policy development stage and during the practical implementation of projects. The BOC also cooperates with central and local authorities, as well as state-owned enterprises, to remove barriers to the implementation of Ukraine’s recovery projects involving the private sector.

Main Role

The Junior Insvestigator (Lawyer) provides comprehensive legal and analytical support to the Investigator and Senior Investigators of the Business Ombudsman Council. The primary purpose of the position is to conduct an initial review of complaints and documentation submitted by businesses, research case law, and provide organisational support to the team in its engagement with public authorities and the business community.

The position involves working under the supervision of senior colleagues and does not entail independent decision-making on cases.

Qualifications and Experience

  • University degree in law;
  • High ethical and professional standards;
  • At least 2 years of professional experience, preferably in tax, customs, administrative law, as well as criminal law and procedure (fifth-year law students with relevant professional experience may also be considered);
  • Ability to work with the Unified State Register of Court Decisions and to research and analyse case law;
  • Strong analytical skills and the ability to interpret complex legal, commercial, and financial information;
  • Proven experience in drafting legal documents, including legal opinions, procedural documents, minutes, etc.;
  • Strong organisational and communication skills;
  • Experience with leading Ukrainian or international law firms or consulting companies, experience in handling administrative disputes, and knowledge of English will be considered an advantage.

Key Responsibilities

  • Assisting Investigators and Senior Investigators in reviewing business complaints and developing legal positions on cases;
  • Analysing laws, secondary legislation, case law, and other relevant materials;
  • Analysing documentation provided by complainants;
  • Drafting letters, legal opinions, and other documents;
  • Communicating with complainants and public authorities at all levels during the complaint review process;
  • Participating in administrative appeal procedures and working groups with public authorities;
  • Assisting in the preparation of investigation reports and systemic reports.
