Deputy Business Ombudsman Tetyana Korotka attended the meeting of the STS Board

Today the Deputy Business Ombudsman Tetyana Korotka took part in a meeting of the Board of the State Tax Service.

The STS presented the results of activities and analytical materials that confirmed continuous changes in the operation of the tax service in the direction of risk-oriented control of tax payments and the fight against “shadow” schemes, as well as support for compliant business.
Oleksiy Liubchenko, the Head of the STS, presented the data on the revenue side of the budget and tax revenues for January-September 2020, which exceeded the targets set for the STS by UAH 38 bn. This allowed to reduce the gap on all revenues administered in the country (not only the STS), from UAH 44.2 bn (for January-April) to UAH 10 bn (for 9 months) and to UAH 1.6 bn as of November 1, 2020. Tetyana Korotka underlined the high level of cooperation with the STS and assessed the state of regional cooperation. Currently, under the Memorandum of Cooperation between the BOC and STS, the Council has established 4 expert groups at the central level and 9 regional groups.In the last quarter, the BOC received 278 business appeals concerning tax issues (36% – tax invoices suspension, 14.7% – inclusion in the risky taxpayers’ list, 14.4% – enforcement of court decisions on registration of tax invoices, 13.3% – tax inspections, criminal proceedings on taxes – 5.0%, 1.8% – VAT refunds, other issues – 14.8%). According to the Council’s statistics, the main subject of complaints is the inclusion of companies in the risky taxpayers’ list. For the last time, the BOC drew attention to the fact that territorial bodies of the STS use different approaches to excluding entrepreneurs from this list. The Deputy Business Ombudsman suggested developing a unified approach in this regard.
It was no less important for the BOC to hear and make certain of the STS priorities, including:
– enhancing analytical work to reduce risks of illegal actions by tax officials;
– fight against corruption episodes in the STS system;
– satisfying taxpayers’ needs by improving e-services;
– creating space for a compliant business.
