Etablished in 2014, BOC is an independent and equidistant institution which mission is to protect legal business rights before the state. The Council considers entrepreneurs' complaints about state bodies' malpractice and helps to settle disputes at the pretrial stage.

The Business Ombudsman Council is financed from the Ukraine Stabilisation and Sustainable Growth Multi-Donor Account (MDA) managed by the EBRD. Contributors to the MDA are Denmark, Finland, France, Germany, Italy, Japan, the Netherlands, Norway, Poland, Sweden, Switzerland, the United Kingdom, the United States and the European Union, the largest donor.

What is an 'ombudsman'?

'Ombudsman' is a Swedish word meaning 'citizen's representative' – an independent official who investigates complaints from the public about mal-administration in government. The first parliamentary ombudsman was created in Sweden in 1809. Business Ombudsman Council was established in December 2014. The Ombudsman is an officer, independent of the government and all political parties.

The Business Ombudsman Institution is governed by the Constitution and the laws of Ukraine, acts of the President of Ukraine, acts of the Verkhovna Rada of Ukraine, consistent with the Constitution and the laws of Ukraine and the acts of the Cabinet of Ministers of Ukraine, other legislative acts, and the Memorandum of Understanding for the Ukrainian Anti-Corruption Initiative dated 12 May 2014 concluded among the Cabinet of Ministers of Ukraine, the European Bank for Reconstruction and Development, the Organization for Economic Co-Operation and Development, the American Chamber of Commerce in Ukraine, the European Business Association, the Federation of Ukrainian Employers, the Ukrainian Chamber of Commerce and Industry and the Ukrainian League of Industrialists and Entrepreneurs.

The Rules of Procedure are adopted pursuant to the Resolution of the Cabinet of Ministers of Ukraine On Establishment of the Business Ombudsman Council No. 691 dated 26 November 2014 and the Memorandum of Understanding for the Ukrainian Anti-Corruption Initiative dated 12 May 2014.

Rules of Procedure are agreed with the Supervisory Board and are guiding to the actvities of the Business Ombudsman Council.
