Complainee: The Pension Fund of Ukraine (PFU)
Complaint in brief: A private entrepreneur approached the Business Ombudsman Council. When the man turned 60, he submitted the necessary documents to the Pension Fund. However, he was surprised when he noticed in pension calculation that the PFU did not take into account 7 out of 14 years of his job tenure at the design institute. The complainant also found that the tax authority did not take into account the reports for 2000, 2009, 2013 and 2021 for technical reasons, which the man submitted as an individual entrepreneur. To help the entrepreneur, the BOC launched its own investigation.
Actions taken: After examining the case file, the investigator found the complaint substantiated. The Council recommended that the PFU and the STS take into account contributions paid by the entrepreneur while working at the design institute during the said period.
Result achieved: The PFU followed the BOC recommendations. The Pension Fund decided to grant a pension to the complainant taking into account all the years of the entrepreneur’s service. The case was promptly closed.
Investigator’s recommendation: The investigator Volodymyr Kutsenko suggests regularly checking correctness and completeness of accounting of job tenure (no less than once a year) lest the retirement should bring additional complications.
