Questionnaire “Do you agree with the determined minimum cost-estimate wage in construction in Ukraine?”

The Business Ombudsman Council, together with the Confederation of Builders of Ukraine, is conducting a questionnaire titled “Do you agree with the determined minimum cost-estimate wage in construction in Ukraine?”

Currently, the Ministry for Communities and Territories Development of Ukraine has set the minimum monthly cost-estimate wage in construction at 13,707.89 UAH. However, this indicator often does not correspond to real market conditions, and tender documents may indicate wages lower than the actual ones.

This forces companies to include real expenses in other items of the estimates, creating risks of ambiguous interpretation by controlling bodies and affecting tender transparency.

The aim of the questionnaire is to discuss the situation in the construction market, gather data from industry representatives, and propose specific solutions to the Ministry for Communities and Territories Development of Ukraine for improving conditions in the construction sector. This will help improve the mechanisms for determining cost-estimate wages, considering the actual market situation, fostering transparency in tenders, and reducing administrative pressure on businesses.
