On 7 July 2026, the investigators’ team of the Business Ombudsman Council, led by Yulia Andrusiv, held an event titled “Tax Audits: Trends and Out-of-Court Resolution Mechanisms” with the participation of Teodoziia Chernetska, Deputy Head of the State Tax Service of Ukraine, heads of relevant departments, as well as representatives of leading business associations and the expert community.
The event served as a platform for open dialogue, the exchange of practical experience, and the development of approaches aimed at enhancing transparency, predictability, and efficiency in the interaction between business and the state.
“For the Business Ombudsman Council, maintaining continuous cooperation with the State Tax Service of Ukraine is of utmost importance. We highly value our long-standing partnership, which enables us to promptly address systemic business challenges, develop practical solutions, and introduce new out-of-court dispute resolution tools, including tax mediation,” said Business Ombudsman Anka Feldhusen.
During the event, participants discussed current trends in tax audits, drawing on the Business Ombudsman Council’s practical experience presented by Senior Investigators of the BOC, Mariia Kozlenko and Volodymyr Kutsenko.
Special attention was paid to the development of tax mediation as an out-of-court dispute resolution instrument. Participants discussed the results of joint efforts by the Business Ombudsman Council and the State Tax Service of Ukraine to develop and implement this mechanism, which has already demonstrated its first successful cases.
Deputy Business Ombudsman Yulia Andrusiv, who moderated the event, added: “Tax mediation opens up new opportunities for resolving disputes without lengthy court proceedings. We believe that its further development will contribute to strengthening trust between business and the state and fostering a modern culture of resolving tax disputes.”
During the event, representatives of the State Tax Service of Ukraine presented a draft law on tax mediation. The presentation covered the key provisions of the draft legislation, including the procedure for conducting tax mediation, the mechanism for concluding an agreement between the parties, as well as the main differences between mediation and the administrative appeal procedure for tax decisions.
The event was attended by representatives of the American Chamber of Commerce in Ukraine (ACC), the European Business Association (EBA), the Ukrainian Chamber of Commerce and Industry (UCCI), the Association of Taxpayers of Ukraine (ATU), the Institute for Economic Research and Policy Consulting (IER), the Centre for Economic Strategy (CES), the Ukrainian Network of Integrity and Compliance (UNIC), and the International Chamber of Commerce Ukraine (ICC Ukraine).
The Business Ombudsman Council expresses its gratitude to the State Tax Service of Ukraine for its partnership and consistent cooperation. Open dialogue between institutions, businesses, and the expert community is a key prerequisite for improving the tax system and developing modern dispute resolution mechanisms.
