Lviv City Council Joined the Declaration of Fair and Reasonable Administration

Lviv City Council joined the Declaration of Fair and Reasonable Administration.

Business Ombudsman Roman Waschuk and Lviv Mayor Andriy Sadovyi also signed a Joint Action Plan to bring the Declaration’s principles to life. The plan will be implemented within the pilot project “Lviv: LAP Implementation” (LAP — Law on Administrative Procedure), which the Business Ombudsman Council is carrying out with the support of the EU4PAR2 Project (the EU project on improving public administration).

“Our many years of experience with business complaints show that legislation does not always guarantee fair treatment in practice,” noted Business Ombudsman Roman Waschuk. “Businesses often face decisions that, while formally legal, lack common sense and justification. Therefore, together with Mr. Sadovyi, we are not just declaring intentions — we are acting, building a mechanism for swift and effective pre-trial resolution of complaints.”

We have structured our cooperation around three key components:

Educational: Enhancing the competence of Lviv City Council officials in applying the Law of Ukraine “On Administrative Procedure” and the principles of the Declaration. The first round of the educational program successfully started on November 7.

Institutional: Designing the operation of the Complaint Review Commission under the City Council. This will provide businesses with an effective mechanism for pre-trial appeals of government decisions.

Procedural: Analyzing and updating local regulations in business-sensitive areas in line with the standards of the LAP and the Declaration.

We welcome the Lviv City Council as one of the pioneers in introducing a modern culture of public administration based on trust, transparency, and respect for businesses and citizens. This creates a solid foundation for a new culture of interaction and marks an important step toward the sustainable development and reconstruction of Ukraine.
